KSCSTE -National Transportation Planning and Research Centre (NATPAC), an institution of Kerala State Council for Science, Technology and Environment (KSCSTE), Government of Kerala, is a premier research institution in multimodal transportation. Over the years, NATPAC has carried out a wide range of applied research and consultancy assignments, and these contributions have  evovled into key reference points at the national level, with particular significance for Kerala's transport sector. 

From its inception, NATPAC has consistently demostrated a strong commitment to Traffic Safety. This dedicated philosophy has led the institution to establish a separate division on “Traffic Safety”. The Traffic Engineering and Safety Division (TESD) of NATPAC intends to provide a safe and sustainable approach to mitigate traffic-related issues and safety risks through engineering interventions, state-of-the-art technologies, sensitizing stakeholders, and raising awareness to various target groups aligned with the Sustainable Development Goals (SDGs) mandate. Traffic Safety is one of NATPAC’s major thrust areas, encompassing research studies, development projects, sponsored initiatives, and extensive outreach activities. 

To impart road safety education in a simpler and more accessible manner for the general public, NATPAC developed an online learning platform titled “Safe Savari” This e-learning portal was inaugurated on 1 January 2014 by the Hon'ble Chief Minister Shri Oommen Chandy. Designed as a one-stop destination for road safety information, the portal provides comprehensive educational resources to promote safer road use.
